Organizational Structure of LAIPA: A Root, Trunk, and Branch Model
LAIPA operates through a dynamic and interdependent structure, designed to balance democratic participation, stable governance, and operational execution. This model is best visualized as a living tree, where each component plays a vital role in the organization's health and growth.
1. The Roots: The Tribal Board (Stewardship & Stability)
The foundation of the organization is our five-member Tribal Board. Elected to serve three-year terms, this board provides deep-rooted stability, cultural wisdom, and long-term strategic guidance. As the "roots," they anchor the organization in its mission, ensure fiduciary responsibility, and safeguard our core values and legal integrity. Their sustained tenure allows for consistent oversight and the development of enduring strategies.
2. The Branches: The Membership (Democratic Voice & Direction)
Our membership represents the expansive and growing "branches" of the tree. Members are the active life force of LAIPA, directly shaping our priorities through voting on projects and campaigns. This democratic process ensures that our work is directly responsive to the community's will. Together with the Board, the membership directs the organization's work, setting the agenda and goals that the operational structure then implements.
3. The Trunk: Administrative Leadership (Operational Support & Legal Fulfillment)
The trunk is the essential conduit that connects the roots and branches, providing structural support and facilitating the flow of resources and information. This is our administrative function, led by the Director. The "trunk" is responsible for:
